Wow, Crosschan. That's pretty extensive. Honestly, what I'd suggest to resolve this issue would be the following:
1- Disable all powers in Caprice- 'super nullifiers', for the safety of all patrons due to the potential for escalated violence or something. Make it Canon somehow.
2- If you are reported for harassment in a social instance, you get a warning. A simple 'Cease and desist, if you believe you are receiving this message in error, please respond with a rebuttal'.
3- If you get repeated reports of harassment in a social instance, that are verified- you're locked out of Social Instances for 1-3 hours. I say this, because unless you're really being a jerk, 24 hours is extreme.
4- In extreme cases where the above two measures have proven ineffective, then 12-24 hours is adequate. I say this because at this point, someone has verified that you are harassing others.
5- If it's extreme, mute the player (if that's the harassment). Make a donkey head costume part and force the player to 'look like a jackass' all day. I don't know how legit this would be, but it's hilarious.

They could always say "(character) begins to shift forms". Because it IS part of RP to type out what your characters actions are instead of just performing a costume change or ability without any verbal indication of what or how they can shapeshift in the first place.
For these points, I do agree. If they can't get a clue the first few times of being banned for a small amount of time, the it'll just bite them in the backside later on. Karma can be a B word.

Thing is we do have a GM but he is more interested in chasing Cleavage and ticking people off for saying damn which isnt really a swear its a normal word. He gave a member of Conquer a warning for it even though I'm pretty sure NPC's use its and well Gravitar drops the b!tch bomb often.

Thats the problem, an ineffectual GM that hasnt even really played the game so he doesnt know what sweary swears are out there, that doesn't concentrate on the morons that ruin the game for others. Bring back Tyshen she may have cried a lot but she got the job done, heck even Stormshade used to lay down the law better. Suppose there is merit in the saying you don't know what you had until its gone.

But are the GMs in this game really that terrible? One wonders where they find these people. You almost wonder how you can become one in order to set things right. But I generally hate holding authority as I have a tendency to turn into this guy:

There are some people that I've had conflict with in the past that see the area as 'theirs'- and I don't mean the people whose SG's state it as their place of employment. I've never seen any of the 'Employee of ____' SG's try to enforce a standard in an instance that isn't acceptable for the setting. The 'territorial' ones are those that pretty much use a location as theirs to RP and try to run out others.
As for my SG, we use the MCPD Armory quite a bit, and all we ask is that if you see us RPing- well, be polite and ask us if we are 'there' or elsewhere in a tell. Also, we don't mind an audience reading our RP, either.
These other locations are prime territory, and sadly too many people don't want to venture outside Caprice. I personally don't mind Caprice- and IC, my character sees the place as 'a good spot to go when you want to feel normal by comparison'. Also, I've seen some funny people roll through there- yeah, some folks may call them 'troll toons', but a lot of them are hilarious.

I did it for several hours, for days, weeks, months until was satisfied with the time of RPing I've done and 'retired' to better focus on enhancing my characters story.
Later on I bumped into one of these SG "staff members" and seeing in my mains bio he is a retired bartender, they started to ask me a series of questions. In the end they told me "that never happened, you were never a bartender unless you were hired by us." I simply ignored it and kept it part of my characters story, to which these people who try to control and god mod my own character I never see again for the rest of my CO career. All this happened back in 2012.
Also to add, love to see the people I've seen who say they are the "Owner of Shererra's Bar" in their bios get into one spot and deck it out. So far seen 5 of them as of late.

Which could be entirely solved if Cryptic would toss out some of those constantly babbling NPC's and throw a theme-appropriate bartender behind that counter.

THIS is when you should be reported for harassment, if not the first time I asked you to stop and you repeated it.
This is not one or two times. This is repeated harassment. It's not trolling- trolling, IMO, can be funny. Harassment is completely different.
Trolling and Harassment are basically one in the same. Annoying someone in order to get your jollies regardless. I do agree with your terms of when I might be BOTHERED to actually write a report myself.
However, there are career trolls here that obviously beg reporting again and again seems how they do the same trolling or harassment pretty much as their only activity when they are on day after day.
Personally I have to wonder how they have the energy to be that stalwart about it. I mean even I can get into chasing them down and pestering the living crap out of them now and then if I am truly bored enough but it does get old pretty fast. I know simple minds are entertained by simple things and all that but it is pretty sad when being a consistent troll in a relatively small MMO is your biggest achievement for months on end. The lowest of garbage men, sewer cleaners, toilet scrubbers, and whatever other horrible unpleasant jobs you can name have accomplished more with their time haahaa.
I guess they just feel that for the game to be as successful as WoW it needs more Trolls? :rolleyes:
