Before on PTS it was overlaying the fire fx on any flappable wings you used instead of replacing the back piece (i.e it was not replacing the back piece with the ghost/transparent wings). If you did not have flappable wings, it just gave you the fire under your feet and did not change your back piece. It still removed the fire sheath/aura from the whole body if you changed costumes like it does now.
What video card and CPU do you have? Have you tried running in Safe Mode?
Okay i tried it in safe mode and it runs fine, but it is not really what i want to do. i have AMD Athalon 64 X2 Dual Core processor 3800+ 2.00GHz and a Radeon HD 4650 graphics card...
If the game runs in safe mode, it means that there is some setting or combination of settings on the PTS that is breaking the game for you. Updates can break functionality on older, unsupported hardware, but the 4650, while older and not very powerful, should still be plenty capable of running the game. The CPU will be a limiting factor as well, but again, still be capable of running.
To figure out the problem child, run the game in Safe Mode. Go into the advanced video options, and carefully nudge each slider and option up one notch toward how you have it on live. Hopefully, the settings that are giving you problems will make themselves clear so that they can either be dealt with or worked around. It's kind of a long and tedious process, but it might do the trick.

So, by adjusting each one individually, it may cause the problem setting to make itself apparent. You need to bring it up from the bare minimum (safe mode) one setting at a time.
