Massive FPS increase. I'm actually getting VSynch 59.95 FPS with the UI active. I don't know if I even get that on Live.
There are still some broken features as mentioned by previous posters, but the crippling framelag is gone. The crash while using Demo_Record does not appear to be immediately present anymore (will prod it more thoroughly later).
The Nephilim Wings Costume part isn't displaying in the world. It appears in the tailor, char selection, and profile shots, but not the actual game world itself. Tried it against several other back pieces, and they displayed fine.
Just got on test briefly to check out voice chat and for some reason textures look really odd. My lighting quality is set to high like it is on live but on test the textures look pixelated or something, I'm not quite sure how to explain it. Has anyone else run into this issue?

In my case, lighting is different. But i'd dare say it's a bit better than on Live, so i didn't bother mentioning it.
Odd stance-changing behavior from Defender in Ren Center.
Steps to reproduce:
1. Stand next to Defender in Ren Center and watch him rapidly switch back and forth between a "heroic" stance, the same stance but slightly shifted to the right, and his "arms crossed" stance. He switches stances multiple times per second.

I see what you are referring to. There's no smooth blending of color shades and tones creating the appearance of a smooth sky, rather there are sharply defined areas of colors.
There is a new option in video that allows you to use DirectX 11, and it seems to default to on. With the drop down boxes not working I can't see any way to set it back to DX 9. Perhaps this is the cause of your texture issues, a card that's not 100% DX 11 compatible?

Could be but until they fix the drop down menu issue theres no way I can think of to test it.
I was playing around with this last night and you can manually edit the gamepref file. I looked inside mine and DirectX 11 was off, so perhaps it's not turned on by default.
Other things you can try: turn off advanced graphics options and use the presets, see if one of the settings fixes the problem. If so you can try and figure out if it's a particular setting that's causing the problem (like post-processing, lighting, shadows, etc.)
The PTS is using a download-on-demand method of updating game files. Perhaps you've got some kind of corruption in one of the hogg files. In the launcher options there a checkbox that disables the update streaming and downloads the whole game. I would check that and do a full verify. If that doesn't help you could delete all your hogg files and let them all re-download.
Also make sure you're using the latest video card drivers and have updated your DirectX files.
Thats all good and fine if both test and live were affected but as it is now the settings that work fine on live since launch would make my game mess up when the patch goes live. I'll check for a corrupted file but my driver is up to date and the presets change too many settings at once to be a proper diagnostic tool.

If using the presets fixes the problem then you know it's a graphics setting and can then try to hunt down the culprit. If all of the presets exhibit the problem then you know it's something else.

Well I followed your advice and it turns out Post Processing is the culprit.
Reproduction steps:
1. Open up UI customization with F12
2. Attempt to move an element (I picked the Device Tray).
3. Mouse will move the element a short distance and then lose its "grab" on the element, causing the camera to start moving.
4. Repeat attempts to move the UI element are generally unreliable. May take a dozen attempts to reposition, as the cursor loses its grab constantly.
This bug still exists in the current PTS version. You can not rearrange your UI at the moment.

I'm also experiencing the exact issue with my game. I've also included my updated system specs in the dxdiag file(s) below.
I also notice that when you switch between screens (from browser to game) the flickering stops and the image for your character goes to a black box; then when you interact with the trainer, the flickering happens again only this time it's the trainer's image and a black box that flicker against one another.

Might be tangentially related to the Desert Crisis truck rad lightning issue I reported earlier.

I have tried to play with several different characters and all will only play for about 2-5 minutes before the game disconnects and does not leave a crash report. I was mainly wondering if anyone has had the same problem as me. I have never had any trouble playing the test server before the recent patch that was undergone.
Can't recall offhand if it's already been mentioned in the thread or not, but I can no longer use my mouse wheel to zoom in/out during initial character creation or when making/editing a costume at the tailor. It works just fine for me on live.
You can actually change chat channels, but it is just not intuitive (to me) at all.
Currently:
You click on the chat bubble, and pick "Set Channel" from the menu that appears.
To me, this is placed incorrectly in terms of the navigation required and a function that needs to be more primarily and quickly accessible.
The simplest solution that comes to mind that fits the apparent "cleaner and simpler" intent is changing it so that Left Click on the chat bubble brings up a channel change list, returning to the primacy and quick access of the current Live system, and that Right Click brings up menu choices.
However, as things stand, a UI hint convention for "Right-click to access more menu options" is absent, and it might be a bit inconsistent with other menu functions...though I think an "immediate menu" and "other options menu" convention could have uses elsewhere (I don't like hunting through the many things in the "old Cryptic C" button list to find my most commonly used options, for example).

Also, as far as configuring the UI (rearranging the green rectangles that appear with F12 by default), it does "work" for me, but there is a severe issue where the mouse movement very quickly switches from moving the rectangle to moving the camera.
That is, the "Hold Left Mouse Button + Move Mouse = Move Camera" behavior overrides the "Hold Mouse Left Button on UI element = Drag UI element" behavior relatively quickly. I was able to re-arrange elements with short and quick movements right after holding down the Left Mouse button, but that is just a matter of clarity for the issue (in case it wasn't made clear before), not stating it isn't still a significant problem with the UI arrangement interface.
That's exactly what I was experiencing (and reported) when this change first went onto the PTS. The mouse seems to lose its "grab" on the UI elements almost immediately and change to camera mode.
I'm afraid I'm finding it hard to test. I don't know what has been fixed, what hasn't been fixed, or what has had a fix which simply did not fix what it was trying to fix.
In other news:
"Okay" button in the Exit Game dialog box slides to the right when you select it to exit the game.
Okay you guys, I know you are getting to it, but I would really appreciate it if you could fix the drop down menus... that may be why i can not play PTS because i can not change my settings...:(
I'm just not going to bother testing anymore until there is some idea of what we should be looking for. Patch notes really help give a little focus on what requires the most immediate attention. Yes, we almost always find bugs that (seem to) have little or nothing to do with the things that are listed in the patch notes, but throw us a bone here.
As Lohr reported on page 2 some costumes are flickering between different ones and any of the flickering ones selected seem to all change to the same costume if i use set costume button. However using the drop down by right clicking on the portrait works fine.
Sometimes inventory window closing doesn't register
Click on an inventory slot with a bag other than the primary one (left most).
Try to either close the inventory window with the close gadget or clicking on the slot again.
This is one way I can consistently get the window to fail to close the first time (it looks like begins to close then reopens), and have to close it again to actually make it close.
Note: I specify other than the primary window because I've gotten that to work when the other inventory slot windows continued to malfunction.
The "float text" damage report numbers now "turn black" instead of "fading away"

Observe whether the text turns black or fades out for your settings and config...don't know if this is specific to my config or perhaps something related to changes in graphics code, or a universal issue...

I also recall an issue with the "Atari Token" symbol flashing on powers, erroneously, in the "All Powers" window, for which I filed a ticket. I'm not sure if I saw this on Live or PTS...though I just checked PTS and didn't see the problem, I don't know if I just wasn't meeting the conditions that caused it before, it was on PTS and is fixed, or what...there is a ticket filed under "UI" that should provide some information and context for this issue, if it hasn't been noted before.

3. Attempt to change game resolution
4. Absolutely nothing happens.
I tested this from the options menu reached from initial character selection screen and the in-game one. Neither has the slightest effect. This is particularly irritating as the last time I changed the resolution I was on a temporary 15" emergency monitor whilst I waited for my lovely new 24" one to arrive, and this patch arrived before my new monitor did. Now it's pretty painful to test things on the PTS as I'm locked into the horribad low res I was stuck with on my emergency monitor. >.<

I've found a couple of bugs, though.
UI: Can't change the colour of channels, I get an error message: Unknown Command: Chat_SetChannelColor.

Have you made sure the graphics settings are identical to what you use on live? Cause they don't automatically carry over and can be very different.
In general your FPS on PTS should be better than live because there aren't nearly as many people around.

Unpleasant Gentleman will not stand still to allow conversation.
Steps to reproduce:

Talk to vendor and get uniform
Put on uniform and approach Unpleasant Gentleman
UG will stop and summon you over to him but will revert to unfriendly and begin walking again before you can talk to him.
