I think the design choice here is to encourage people to actually dodge incoming attacks rather than soaking everything, expecting the healer to bandaid the situation. Now as to whether they don't heal enough? That's debatable. I haven't had too many problems outside of grabbing all the aggro as a cleric.
Healing aggro is a little messed up at the moment, or so it seems. One AOE heal and they grab aggro from everything on the map. My assumption is because pets are included into the equation, or maybe that they gain threat for overheals as well.
