Oghmas/Vanguard/GWF or If possible, Heart of the Dragon (dragonborn artifact name I believe) Mauraders/Disruptive/Boar/Careful/Fox/Forest Ghost repeat if still alive. If you get caught, wait for grip to end, become frozen and then pop oghmas, if done correctly you can destroy any CWs.

4.8k power 2.7k crit 2.6k armor pen 1.5k defence 1.3k regen 1.6k deflect are my current stats, please not my character is not yet fully complete as well, for pvp i usually run fox/mauraders/thorn or replace thorn with hindering pve i usually run rain/constricting/thorn

I've only done PvP for one day on HR in mod4, I've been working all day today, but my KDA ratio (kills+assists to deaths) on my HR is 78:1 .. so I don't see any problems, atleast from my play, maybe people should work on individual skill opposed to complaining about the class, and that goes for everyone in every class.
