I play with EOTS for a long time and that doesnt happen to me, you definately have something else going on then what is explained here. My calculated total crit average with EOTS is just over 60% and i can clearly see it while fighting and when looking at my combat logs so no problems here.

You are right some of it doesnt require seals but there is also a ton of req lvl 60 and lvl 65 that does need seals of victory, that is why i said "most of the PVP gears". Ok there is something very weird about the leveling system. All your skills can be upgraded to level 4 only after you reach lvl 70 but...
