PvP Gears level 60 to 69. A forgotten problem

Well the first problem is clear, most of the PVP gears for level 65 and around cannot be bought before you get to level 70 wich make this gears 100% useless. With the exception of the req lvl 60 gears all other gears required seals of victory wich can only obtain after you passed lvl 70.
Now the second problem is about gauntlgrim gears, some of the low level pvp gears hidden in this section is just completely awesome but what happen when nobody plays gauntlgrim anymore? You need 20 players to start a game, 1 man alone cannot do that so how can he access this awesome gear???
Well the solutions are easy, first remove the victory seals from requirment for gears under level 70.
Second, we can already trade grim coins for glory, why cant we buy grimcoins with glory???
There is more to this problem wich concern the pve gears in each campaigns, those gears are not level 70 but you can access those campaign only at level 70 now. SO all of this beautifull gear is also rendered completely useless while it could be very helpfull to help leveling from 60 to 70.
I have no easy solution for that one, either make the gear become lvl 70 or make it accessible to players of the appropriate level.

As for after you get to lvl 70, i have no problems with grinding for my seals even tho a new lvl 70 char is usualy 1600-2200 ilvl and fighting vs 2800-3800 ilvl players.
