I think it mean you won't gain ANY AP for the entire duration of SOS, from SOS damage and from damage of other's powers. This change will kill SOS for me either pvp and pve scenarios.

Ok, we can't test it so are only opinion, but i think that is not OP in pvp nor in pve. As others are saying the real solution is differentiate feats and powers, having feats and powers only for pvp and different feats and powers for pve.
For a pve perpective i think no, is not too much. Is difficult with pvp gear to have 22% crit chance, i think 15% max , then with pvp gear may be 30% crit max. This is OP in your opinion?
I didn't mean 100% crit chance, i saw +100% of actual crit chance, let an example: if my actual crit chance is 10% so with the buff with 5 stacks i have 20% of crit chance not 100%. In the end this feat double your power and your critical chance. That is my suggestion.

Hi all, Armor specialization doesn't reflect in your stats but if you analyse combat log you notice a 15% bonus of DR despite your stats. For example if you have 40% of dr you notice an effective reduction of 46%. AS augment your DR for an 15% (maxed).

I tested it. It proc with every spell that regen or heal, astral seal too, sacred flame, hollow ground, etc. The proc rate is very high, something like 50% at least. It proc on you if you are between 20' of the heal and proc ONLY when you heal others.

The healing from astral shield is not affected by 40% reduction, the heal from FF too, only direct heal powers are affected by 40% reduction (healing word and bastion of healt and some feat), my astral shield tick for 500 but i can't resist a swarm attack of the mobs when they attack me, in one hit they drain 50% or more…
No, I mean +1% of critical chance (not critical score) for each 1000 power (may be 800 too), so is more effective. You gain +5% to critical chance when you have 5000 power.
5% is low too, 250 more critical mean nothing when you have 3000 crit and above. I will change in: +1% of crit chance for each 1000 power. This mean 5% (with 5 points) at 5000 power. In this manner is more usefull.
