I don't always make the best choices, so I threw all my specialization points into Commando. Is there a way to refund specialization points? Do respec tokens refund them?

My main gripe with Tovah is that he's in MY crew. Yet, if I'm wandering around Kobali Prime or Nimbus I can see him with another ship Captain. Its like he's cheating on me.
