• I solved the problem. I had inventory and roster space but I had 15 officer candidates which is the limit for me. Once I got rid of one of them, I could get the new Bridge Officer and complete the mission.

• I have it figured out now. I didn't speak with the Romulan ambassador. There really should be a quest pop up to tell you this when you hit 50. But anyway, problem solved.
