Yes this happens. It's infrequent and very random in the context it occurs in but I have seen this many times this past week. I'm not sure if it's a problem with just the Scimitar or a much wider issue.

I second mixing and matching sets. If you can have a look at your fleet store if you have a chance to see what's available there for you. If you are going to do fraps do it from STFs and eSTFs that actually matter. Apart from the nebula engagement the ships are too far apart for the pulse to be of any use.
