If you are only doing PVE queues, the reset only appears to happen when switching back and forth between space and ground. So maybe just park in space somewhere and run those.

This also appears to be the case for Andorians. I know they've got those fantastic antennae, but I'm pretty sure a couple of holes would solve that problem.
I think the idea is that you now craft those via the Research & Development system: if you take a look at Missions > R & D > Officer Training, you'll notice you can create specialization manuals there. (Note, these only seem to show up in that submenu if you have points in the associated specialization on your captain.)…
This is happening to me, too, on the Xbox One version. I had previously assigned some doffs there to both ground and space rolls. Today I got a couple of new doffs I wanted to put into space. I can tab back and forth over the first three tabs, but attempting to enter into Active crashes the game to dashboard.
