Neither, I would fight to make peace between them without either side following. If one side fell, the other side would have a monopoly, and would ruin the market. We need both sides to provide competition and allow for a consumer based market.

To fix the bug with the power tray, go to space, set up your tray how you like it, save a loadout, remove one of your equipped items from your ship, and then load the loadout. It should stop your tray from changing every time you transition.
