I could just manually launch them yes, but that would be a workaround, rather than have it be working as intended. If it was working as intended, then hitting the hangar button when I have two active frigates would just mean that no new frigate would be launched, if there were already two of them out.

Bastet, I'm having the exact same problem, down to running the same OS (win7 64 bit). Launching the game client directly (and bypassing the steam launcher) gets me to the login screen and then it hangs on connecting to account server.
