Starfleet Intelligence Service same issue. Had 417 took it down 322 (got rid of stale accounts over 1 year since last login) still can't invite new members. We have 2 Sub Armada Fleets with 1 have a sub under it. Each has less then 25 members in those. Even with all sub fleets and SIS primary we have only 427 members now…

in fleet roster still under 500 as message said it is full as can't invite more. Comment by spyrow424 April 2016
Seems to still be an issue. Any time frame on when this will be fixed? Some of us pay good money to play, it would be nice to know when we can... :-\

Just an FYI to help smaller fleets and those struggling to get commodities... Embassy Tier II Discount Commodity Broker is cheaper then the Tuffli Commodity Broker. With a Ferengi it is the cheapest in the game for those items.
