Yes they did, however it was on the old forums a couple of years ago.

Cardassian and Dominion lock boxes makes this something that wont happen. Its more likely that IF there is ever a few faction it will be the co-operative faction because the devs have already said they have not released a Borg lock box because of the possibility of them being a faction at some point/

I remember the devs saying they weren't going to do a Borg Lockbox in case they wanted to do a Borg faction. This was a few years ago.

Wasn't playing for three months, never got an Email, but that's beside the point because it would have been very unlikely I would have used the spec points. As for the give away, it was nice they tried something a little different so all factions had most things depending on what character you gave the ship space to, but…
