Yeah it would need Xbox live as the game is running via the Microsoft servers not cryptic, Microsoft need a way to fund the servers. PS4 would ofc be free for F2P mmos as it always has been, Xbox has never had a F2P mmo on it till now.

i did that tracert thing to the patch server and here is my results: i hope u fix it soon, only just got to 50 before servers shut down. now i can't get back on to play him
