Fill the power trays, don't leave blank spaces and then lock the tray. Not ideal but will save the time rearranging it..

Random crashing not zone specific crash report.... not possible.. that crashes also. Force verify - does not help Patch (-100% resistance to stability) (poor regression testing) - expose critical hit Crash. :P

Patch has introduced a crash error, when in game randomly it crashes to desktop even when idle. Have a fleet members experiencing the same issue. Force verify does not fix this, it keeps happening. ..regression testing...

This only applies if your DNS is acting up. Ok I'm sick of the rubber banding, a small bit of searching and I found this: https://code.google.com/p/namebench/ This little program should recommend what DNS is right for you (it takes a while to run) For me Google public DNS was 80.5% faster than my ISP DNS.

OGA is not captain based (technically), it is weapon based. To answer your question - Open your char sheet, go to status (ship), right click a weapon on your ship, click info, you'll see it listed there.
