Can someone please explain +x% to Stealth Abilities?
Take the Romulan Space set for example:

On the deflector it has +1.8% to Stealth Abilities, does this improve Romulan cloak ambush in terms of duration / damage?
Its might be as obvious as yes it improves all stealth abilities but sometimes I find Cryptic a little erm cryptic. In that bonuses don't necessary always apply to everything you might think...

I think it increases how well your cloak works. the More aux you have the better you can see stealthed ships, by increasing stealth you make it harder for them.
It's supposed to be a boost to your Stealth value. There were reports earlier in the year that it wasn't working - not sure if that was ever fixed.

That picture must be old, in game it says "Stealth Values". As far as I can tell it only increases the Stealth skill.
For example the Tal Shiar Tachyon Deflector adds +10 to Stealth Values and 21.7 to the Starship Stealth skill, but it only increases the Starship Stealth skill noted on the character from 950 to 972. It could be "values" is a flat +10 to the Stealth skill, from 950 to 960, and the +21.7 from skill gives the remaining 12 points. I don't have the Rom/Reman deflectors yet to test with.
