Sorry to nit pick but the term "Starfleet Operational Command" doesn't make sense. The above term could imply to any number of things. As it reads now it sounds like Starfleet only has one command that is operational. It would read better as Star Fleet Operations or to mimic a military term/command that determines uniforms…
