Patch notes for tomorrow say: Resolved an issue which was blocking Fleet invites if the Fleet had more than 100 members. The Fleet is once again capped at 500 members. It is unfortunate Cryptic is not bumping up the cap after having removed it since October.
It was reported today that at least one fleet could not invite and they had 110 members. I was able to invite to a fleet that has under 30 so perhaps the game just thinks the cap is LOWER than 500? I have confirmed fleet of size 200+ cannot invite additional players. Presumably cap is now around 100 -- which would indicate…
The time gates are standardized for the smaller holdings (5, 7, 10 days) which consists of the embassy, mine, spire, and research lab. The starbase has 5 tiers and such it's (20h, then 4, 7, 10, 14 days). Just think of it as time you can focus on gameplay or helping other fleets.

Well, sort of. The 1000 XP projects do not -- but they're doff heavy and it'd take about a year to level up doing them. The 500 XP projects generally do cost dilithium.
