Basic territory control is a good idea but currently don't make an invasion of the Sirius sector block or Q'onos a PvP event. Make it tiered PvE, and not impossible, so something is at stake but it is almost guaranteed that the players will succeed in repelling the invasion. I made another thread similar to this in the PvE…

The argument could be made if the Klingon faction had equal or almost equal content to the Federation, but without that, there is no reason not to assume that the people do not play KDF because there is no content. I'm sure there would be some logistical stuff too but overall I think if you balanced the risk it would be ok. Obviously the event can't be impossible to overcome, but if a player doesn't participate they really don't lose out on anything other than the experience: Q'onos would still be liberated and everything you can do…
