This proposal doesn't make a great deal of sense to me. Romulan characters already ally with the KDF or Star Fleet as it is. is you character going to leave faction and then re-ally with said faction? If high-rep options for joining the RR with existing KDF/SF species is desired, it would make more sense so have a mission…

when you consider that many of the ship bonuses aren't nearly as useful without having the high level science/engineering powers, it diminishes the point a great deal.

I've found it's useful against slower, heavier targets, especially with a tractor beam.

That's a flimsy explanation. The Guardian is a different version of a similar model, and it has a commander science station. Given that there are three very versions of the same ship for the different classes, there's no reason they shouldn't be focused on their abilities to a greater extent by having a commander station…

What I'm curious about, with the new Dreadnought, is why the Engineering and Science versions don't allow for Command-level Engineering and Science bridge officer abilities. Why have three different ships just for consoles if they aren't also going to emphasize the abilities that the three different classes focus on?
