It is definitely a bug and would be great if it was fixed. I've also had people that were previously not showing up because I blocked them start showing up randomly for no reason.

Almost a year later and only a partial fix. Though I did find a post for PC that's similar and it took nine months to fix there.

I've had the promoting bug occur multiple times and it seems to affect accounts that are invited to a fleet after a certain time period after the fleet is created. I've never had the issue with my alt accounts or my friends accounts that were used to make the fleet, but about half of the other people in the fleet I have to…

Having the same problem myself. Can't take my Fed chars to Q's wonderland to unlock the winter store. And also, this happens on both of my computers, one desktop with an Nvidia card and my laptop with an AMD. Such a pain.
