If you want to grind for it then go out and grind dilithium/EC/craft stuff and build up your EC until you can buy one.

Confirmed as well. Seems to land on the target about 1/10 times, the rest of the time it just buffs myself although the animation plays on the target.

Was using this yesterday on the Mogai refit. Not sure I would call it OP. It procs a lot when you are blasting away at stationary targets but for random values.
