Troubleshooters are generally hopeless things. Vsync is to minimize screen tearing, not 'pixellation', you sohuld leave it off. A screenshot would probably be much more useful anyway. That's only two games, and not especially intensive ones. Tried Neverwinter? Same game engine as STO.

No one is interrogating you about if or if not you had half-res on in the past. the command "/renderscale 1" and "/renderscale 0.5" should help you on that regard, with the former being "full normal res" and the latter being "half" of what your res is.
That GPU (GT 6150SE) is from the 2004 era, and is at the bottom end of that (I believe it was Nvidia's 6th series) generation of cards. I'm 100% that GPU just doesn't support most things anymore.
