I made a toon, played through the c23 stories, then deleted it once I'd done them. I see no value in making a toon for a gimmick like c23 so deleted it in favour of the toons I focus my attentions on, and it was one of those I took through the non-c23 new stories.
It's a TV trope, the "Big Bad". In a nutshell, big, dark, and ugly is shorthand to telegraph to audiences that this enemy is evil and powerful. The bigger, the more powerful. I doubt any more thought went into it than that.
