I've learned never to use profanity filters in any MMO, because they're always worse than simply dealing with gutter-mouths. ...because someone has to ask the dumb question: you didn't accidentally assign your extra RLS(es) to doff assignments, did you? I've done that a couple times myself. I typically set my R+D queues first, but once in a while I goof and set doff queues first, instead. Is it possible you did the same?
Bugged? As in non-existent? Because they haven't been working in over 6 months. I think they still technically pop up from time to time, but it's like one in thousands of instances. So they exist, but they're so rare as to be virtually gone.

It's possible, but it became a Lobi store item long before it became available as an account-wide reclaim. So if that is the problem, it somehow just became a problem after not being one for several months.
Game was working fine for me until this last maintenance. All this weekend, I was crashing to desktop about once per hour, much like others have experienced. For the record, I have all my settings at pretty much the bare minimum, so it shouldn't be a problem with having anything set too high.

I've noticed several people mentioning this bug here on the forum for the past few months. Seems like it's pretty widespread, but unfortunately, it doesn't look like anyone is working to fix it.
Since no one else is replying to you... have you checked to make sure you don't have a "skills invalid" error on those characters? Granted, if they're old characters, that's unlikely, but since it seems to me that this kind of bug has been associated with a "skills invalid" error in the past, it would be worth checking.
Just chiming in to point out that, as protoneous stated, the "preview" window is not always accurate. I've noticed dozens of times where it showed no increase in values from one grade to the next, or one quality level to the next, but the end result is usually as it should be.
Pretty sure you can buy white boffs from a vendor. I know KDF has a vendor who sells white boffs. Actually... it's the same dude who gives your android boff for veteran reward, so I'd assume the Federation equivalent would be the one you want to talk to.

Probably not the answer you're hoping for, but supposedly (and I can confirm that it worked for me the last time I had something similar happen to me) logging out for a certain period of time (30 minutes, maybe? but I'd give it an hour to be safer) will fix it. Good luck!
Pretty sure boffs are not intended to count. If it is giving you bonus from one of your boffs, that's the bug right there. "Team" means multi-player groups, not single-player plus boffs.
...doesn't that only apply to players? I.e. your boffs shouldn't count toward it at all? That's the way I always read that, anyway. Actually, yes, that's the problem. Look at the wording on that. "Team" means group of other players. So boffs would not count.
Actually, unless that's a new bug as of today, doff missions are still granting rewards on criticals. What they are not doing is granting scaling rewards based on the rarity of the doffs assigned (+5% per green, +10% per blue, +20% per purple, +40% per orange).
