In this case, I find myself in the same spot of the OP. Since last patch I find extremely difficult to even login; I understand I have a crappy connection but this doesn't seems to be related. I usually play smoothly, to this and other online games: now it seems to take ages to even load the login screen in the launcher.

Driver wise yes, it's all up to date. No, I've read something about opening the menu but no, it doesn't help. The menu opens when the game is not "lagging", and when the time comes, it stutter even in the menu: I suppose it's not the UI. I'm already using steam. Following an advice I found on pwe faqs, if I "set affinity" through the Task Manager and untick one of the CPU Cores the game doesn't get these spikes anymore. I know I have a really crappy connection so I'm not in a position to blame "the game". That said, I find it a bit high in comparison to what I'm used playing other games.

I tried, I float around 250 ms too :) I don't seem to notice that much my latency though, in other games those same numbers make them unplayable...
