I don't think you need to complete Taris, the Collect Iconian Technology objective only requires 7 tech, including Taris there is 8, so you shouldn't need to do that one to complete the objective. It may be worth it to do it just for the mark reward box, but that would be up to you.

You already can respec the passives, when you go to the skill trainer you have to make sure you click the clear all points button, don't just subtract and add points. When you reset them all it also resets the rep passives.

Yes, the passives do add on top of a maxxed skill stat. For example, if you pull up your character sheet and go to skill-based stats: space, you will see that with 9 points invested in weapon training you will have a stat of 99, if you pick up Omega Weapon Training for an additional 30, it will bump you to 129. You can also sell the pieces to a vendor and then retrieve them. I had a piece of MKXII gear before Season 7 and when I finished the collection I had the same problem as yourself. I had the accolades but no Omega mission to unlock the cosmetics, I sold everything to a vendor, retrieved the pieces, and everything unlocked…

The reputation passives are reset via the normal respec method, just make sure to click the "Clear All" button and start from scratch. Just dropping points from one and adding to another won't reset them.
