I'm at level 2 on Borg and Romulan reps. I had selected the Omega weapon training, but I'm not sure if it did anything. My weapon training skill was max'ed out from skill points. It was supposed to add +30 points. Did it add them on top of my max stat, or did it just do NOTHING?
i'm in the same boat with my romulan tier 2 skill. Haven't picked it yet because I'm concerned it won't do anything if I am max'ed (I wanted the enhanced shield subsystems)....

Yes, the passives do add on top of a maxxed skill stat. For example, if you pull up your character sheet and go to skill-based stats: space, you will see that with 9 points invested in weapon training you will have a stat of 99, if you pick up Omega Weapon Training for an additional 30, it will bump you to 129. I want to say that my weapon dps jumped a little over 50 when picking up Omega Weapon Training, but I can't remember the exact number.
The problem is that it is not clear if the benefit is linear (each point put into it gives the same benefit) or plateaus (each point put into it give less benefit than the previous point). So it is possible that going from 0 to 30 gives far more benefit than going from 99 to 129.

I'm pretty sure skill value is linear, because skill level isn't. You get more bang for your buck with the first 3 points, then a moderate increase 4-6, then a slight increase 7-9 with skill points. It wouldn't make sense for both value and level to work that way.

Skill value is linear, while cost of upgrading the skill rises. Thats why green skill bars give more than yellow and red. Check the skill effects, they are linear.

everything stacks, everything also piles up, as far as consoles and skill points, you could generally make a vo'quv with 4 flow capacitor consoles, 31.8 x 4, captain ability which is 10, fereni console which is 17.8? random deflector with approx 20 flow cap, and 9 points in flow cap, and get total bonus of something INSANE, out leech that.

The skill gives you about half of your skill value in weapon damage bonus. (e.g. 49.5% at 99) This bonus is linear; however, it is additive with all of your other damage bonuses, and thus suffers some diminishing returns due to the nature of additive bonuses.
