Well, this turned out not to be true. My first full day of Gold has come and gone - no 500 point STO stipend. In addition, no skill respect token. And finally, no additional inventory space on 2nd character. Wow, just wow.

Thanks for all the insights and suggestions. The "ban" went away eventually. I had left the mission and instance "gracefully" -- that is, following the prompts from NPCs. I did not leave prematurely. I've played dozens of MMOs going all the way back to Asheron's Call. Never been banned in all that time.
