Then it's different for different people because I have zero tags on saved tailor jpegs since the season patch, and manually tagging them with the same copy&pasted tags from tailor jpegs saved before the patch do not correct the problem.

This exact issue is happening to me every day. With the consensus, I concur it began some weeks prior to S11. The loading screen in random places, much more often ESD or DS9 and similar, will freeze soon after the counter animation starts, and it's over. Hard end process of client necessary.
