I forgot to mention above, that shield effects return to their bugged state as soon as the character sheet is closed, or navigated to another tab. Important since just playing with that window blocking 1/3 of your view is not an optimal situation.

Another note: This seems to be limited to specific star systems. So far, Risa system, Sherman system, Vulcan system, starbase 39 sierra sytsem are all affected. Andoria System, Wolf 359, and Sol system are not.

Note: I have identified that the Original borg shields, and the Omega Force shields are not affected by this issue at all.

I have had repeated issues with this as well. Though I noticed it first day after discovery went live, it may have been in conjunction with windows update as well.
