Another Tracert. Routing through Cogent has been gotten rid of it seems but still problems. I was up and moving around in game but it was glitchy as hell.

Wow. Really slow transitions between zones, servers uncontactable, patching stalling. Still not right but at least we can connect with a little effort.

I'm getting the patcher up but it won't patch to launch. At least there is a nice banner on there saying "We are aware of an issue in which some players are unable to open launcher. Our engineers are currently investigating the issue.", great, thanks for that. ....oh. Hold the phone, starting to connect and patching...

Here is my tracert. Based in London, UK. ISP = BT Infinity. (no connection issues) I'm seeing what lots of others have already said, gets to Boston and then nothing. "Insanity is doing the same thing over and over and expecting different results."
