Just wanted to add an update that I tried this with a Fed character as well (using the Halor Kurlam duty officer) and was able to reproduce the same behavior as described above.
Although the colors are aligned within their respective columns, you have to have them in the order of Blue, Green, and White. The screenshot shows Green, Blue, White.
Normally I'd agree with you, but Timeline Stabilizer does trigger Control Amplification. So either that shouldn't happen or it is intended for all "Clicky" powers (BOFFs, Consoles, etc) to trigger Control Amplification. Or maybe it's just a case-by-case thing.
