• Its in inventory, and the boff has been promoted to Commander. It's a long time issue. Ive re-crafted several of the manuals.

• Several players I know are having the issue, I'm having the issue, seems xbox platform wide. It's very easy for a dev to test/confirm. The items will remain in inventory, the mail itself won't go to the recipient. The failure produces no error messages on screen. Note, fleet mails still work as do mails without attachments.
