I've had this problem on PS4 with Elisa Flores, it happens when the officers are the same race and gender and the one you are changing is not in your away team. Managed to get rid of the notification last night, mailed myself an item and read the mail directly after on the same character. Didn't retrieve the items from the mailbox because I wanted to use them on another character, but at least the notification is gone now.

This also happens to any other new BOFF. Try taking them to a ground zone, Nimbus, Dyson Sphere, New Romulus or a story ground mission, the 4 slots appear and you should be able to change abilities.
