They are rebooting some games: PWE Outage Updates ‏@PWE_Outage 2m Champions Online, War of the Immortals, and Fortuna are back online! We'll see you back in-game there, and more games will be up soon.

I get that error only when i try to beam to DS9 and ESD. PVE and episodes are not affected. It could be a bug in the game and yes the problem started after the expansion. Have you tried uninstalling the game and reinstalling it? I have not tried it yet but I have run the diagnostic and still has the same error.
