I don't see why they aren't available all the time, it's not like you can claim them more than once per char. Also we have other "special items" available from episodes that are 1 per char and available 100% of the time.
I have to say i agree wholeheartedly, the tricorder in sto is the most underused/undervalued piece of equipment, the possibilities for its application in game are massive imo.

100% agreed the dps race is killing the game. I had some douche the other day pm'ing me saying I'm playing the game wrong because I use cannons on my defiant (yea I know i'd get more dps with beams but it bores me stupid flying in circles all the time). And 50k dps for elites is not needed.
