This issue makes mirror universe events near impossible to play right. STF's aren't as fun, either. And not just targeting and maintaining lock on enemies... healing allies is also a hit-or-miss affair; I go to heal an ally, lock disappears and I waste a heal on myself.
This was my experience as well. My Kar'Fi is slow and ponderous... the repulsor did no noticeable damage, and even helped push me away from enemies who were outmaneuvering me. (my carrier is a beam-boat with overlapping 360' range and can tank fairly well, so it wasn't really an issue, but that's beside the point)
