You are assuming a lot by saying the Gorn cruisers are obsolete, and the Zilant is an old design. Look how long the Klingon Empire took to conquer the Gorn Hegemony. Those who fought beneath the raptors wings are the Romulans. The ones talked about in that episode are the proto-Romulans. They left Vulcan in generational ships, and then settled Romulus. They Way of D'era, not sure if I still have the Star Trek rpg books for that. Is a good read about Romulan lore and background.

If your paying Zen for any ship, then it should come with its own unique bridge. Hopefully with specific racial ships be crewed by that race.
