How to set up my toon for Plasmonic leech?

I've a trill as scientist from KDF. She had this destroyer with plasmonic leech. To be honest I didn't see anything changed. With or without this console, the end was the same. Now she has Corsair fly-deck cruiser. Also I didn't notice anything changed with Plasmonic Leach/Leech.
This console is useful or not? And if it's useful how to set up this damn console?

    First you have to spec into starship flow capacitors. I believe 6 in flow caps nets you a -2 energy drain to your enemy and a + 2 to yourself per proc. when you equip it mouse over a weapon in your weapons tray it it will list the drain you are recieving. And yes its quite useful if only just to buff your power levels.

    You want the skill 'Flow Capacitors' to 9. Its a rank 1 science skill. That and possibly a science console or two that boosts flow capacitors. Polarons to further the energy based warfare may help as well. They benefit from Flow Capacitors and Tetryons would too.

    9's in Flow Capacitor, Some Science Flow Capacitor consoles to boost the effect and iether Polarons (get ACCx2 or better), Phased Polarons, Phased Tetryons or Tetryons for the added drain procs.

    Keep in mind that one must fire continously to build up the Plasmodic Leech to its full effect. Another thing to keep in mind is the use of tractor Beam if possible. It helps to kill a target if you can capture them and remove thier bonus defense.

    Also you may wish, if using a carrier class vessel, to look into using Siphon Drones as they will benefit from all your Drain settings as well.

    With the Plasmonic Leech Console, you could use the Breen Space Set to add Energy Drain Dissipator.

    Energy Drain Dissipator.
    * to target: -9 All Power Settings for 11 sec
    * to self: After 3 sec, +9 All Power Settings for 11 sec
    * 80s CD

    I am hoping to add the Plasma Leech Console to my setup at somepoint.

    Starship Flow Capacitors Skill is currently 6/9. Starship Flow Capacitors Consoles 2x Mk X VR +26.2 each - I need to upgrade these to Mk XII VR.

    Polaron Weapons 2.5% chance of -42.1 all power settings to target for 5 secs. This is based on total Starship Flow Capacitor Skill. It is not effected by weapon power or aux power. With -33.9 shield drain per energy weapon hit due to Omega Forces set bonus Tetryon Glider.

    I also use a Tractor Beam Doff to add shield draining to my Tractor Beam II. For 103.4 shield drain per pulse, 10 pulses.

    Aceton Assimilator adds another AOE energy drain to targets for -25.2 energy every sec giving target. It also gives target radiation damage on drain, and when hit by energy weapons discharges radiation damage AOE.

    I am still tweaking this build to see how to improve this for STFs.

    For the most part shield drain in stf's isn't that useful since most of the things you need to destroy quickly don't have shields. Just food for thought.

    I run a power drain build (including leech) on my Vo'quv, and I run

    - 4 polaron turrets (Purple, Mark XI, x3 acc) with x2 copies of rapid fire. This maximizes polaron procs, since the turrets can run quite frequently.
    - x2 polaron beam arrays (Purple, Mark XI, x3 acc) for the substystem targeting.
    - Power siphon bridge officer ability (x1 copy)
    - x2 Flow Capacitor Science consoles (Purple XI and XII)
    - Specced 9 in flow capcitors
    - Advanced power siphon drones (there are problems right now with power drain dynamics, so I am on the fence about whether or not to use these in pvp). Some Fed players get very angry if one uses power siphon drones. So I am, as I said, not sure about using these.

    And this is on a science captain, so I also have subnucleonic beam, which is a nice substystem shut-down skill.

    My Power Drain Build is in a KarFi carrier:
    6x Polaron Turrets
    Flow Capacitor boost console
    Plasmonic Leech
    Flight of Power Drain Drones (carrier!)
    Tyken's Rift III with purple Doff for secondary rifts
    2x Cannon Rapid Fire (and 1 Cannon Scatter Shot)
    9 points in Flow Capacitor Skill
    Plus you can also include the Aceton Assimilator, Breen Power Siphon, the Boff Power Siphon skill... lots of ways to wipe out their power!

    Now, I use turrets for two reasons: 360-degree arc means all turrets all the time. The other big factor is Cannon Rapid Fire. Since most of the procs occur on hits, I'm getting twice as many opportunities for procs as a beam boat. I always get a full stack of Polaron/Plasmonic procs that stay up for the whole fight. CRF + turrets + Plasmonic Leech means maximum leech for minimum effort.

    You really only need the Plasmonic Leech console if you are doing a power transfer/drain build, as by itself it does not amount to a whole lot. Combined with the other power drains, it can totally immobilize a borg cube in elite STFs. If you just want to try it out on its own, you may not see much difference.

    You are right. On a Drain lock build the PL is not required though it does help complete the total effect.
    Though just using by itself is nice for the bonus power boost. As long as uou keep shooting.

    the Leech is great because it adds to your ship power. this decreases the energy drain from your weapons, which increases the damage each shot deals. you should be seeing a noticeable difference in the numbers. be sure to spec into flow capacitors.

    What is the difference in effect between having the skill at 9 and not at all? How significantly does the skill impact the console?

    No points gives you +1/-1 all power levels per proc.
    Full 9 points brings it up to around +/-2.5 per proc.

    So a full stack without FlowCaps is +/-8 all power levels
    A full stack with full FlowCaps is +/-20 all power

    Ish. I may be a little off, since there are other ways to boost FlowCaps (console, Boff/Doff skills, etc)

    Since I have the full drain-build going, I have ALL power levels at a minimum of 89 for most of the fight.
