This happens to me too. Every time I change space maps, my powers trays reverts to the same configuration. This has happened to me with multiple ships on several characters.

In my crazy world of STO 2.0, there would be more ship customization. Primarily you'd actually be able to paint your hull instead of having to choose from black, grey, or white or green for Klingons.
