Is anyone else having issues with trying to download CLR? The link isn't working...

I'm having the same issue. I just picked up commander, bought a new escort w/ an extra tact station, and STILL cannon put another tact officer in that vacant slot. Every time I R click on a candidate, I get a response similar to "Sorry, there isn't enough room on the bridge for me". WTF? Can someone help me?
