Have you spent any time in Kerrat??? It always has ppl in there and they give away mk12 stuff as loot as a bonus for killing PVE content in a pvp zone . . . . How simple is that ?? Just seems pointless to be in a fleet as you don't have to do anything TOGETHER as a fleet. . . maybe some missions where you scrape together some fleet buddies and as a reward for doing said mission you get a reduction in the time for a fleet project??
