I think it is because cryptic just don't care anymore, If they did at all.

How did the people at Cryptic have to change this, there is no reason for it. Please change it back to how it was. It worked just fine in the previous formay for bridge officer skills.

You can really see what they care about. Star Trek Online has lots of bugs that are really TRIBBLE the game up, and all they care about is adding a stupid shuttle event on the next maint. I think there are way more important things to worry about, dont you?

I have also been having this problem. I even tried creating a new character and that did not even work. This is a major problem and they need to get off there butts and do something.
