The devs have already gone on record saying no new Factions. Also, the way the game is setup, despite having the cross-Faction ability with most things, everything in the background is still coded FED/KDF, so there's no way to get away from everything being tied to FED/KDF.

Actually, those of us on the Community Team have already been introduced to the new Community Manager, who will be taking over from Ambassador Kael. Things may or may not be completely in place for them to communicate directly with the playerbase by the time they take over, but rest assured that there will be communication.

With Elite BOFF Tokens being a thing now, why not just buy the Common (White) Quality Reman Intel BOFFs from the Officer Vendor in New Romulus Command with Dilithium, then upgrade them to Ultra Rare with the Tokens?

Yep. I've been getting similar results this year. And I started running the "Witches Brew" patrol towards the end instead of the full TFO, and have been getting the same results with me being the only player. So, yeah, there could be some RNG issues there.
