I had the same problem. I went into my "display" setting and changed my graphics card to "auto" because for some reason it was using Direct X9 and my graphics card instead of dx11 that's on my machine. It worked for me, not sure if it'll help you, though.

OK, I solved the problem for myself. Though my machine had been updated to the latest DX 12, the game was using DX9 under the "Display" tab of the options. It's where the "video card" option is. Mine was showing my video card and DX9, once I switched it to "auto" everything corrected. I hope this helps someone else out…
