As a LTS since 2010/Open Beta I'd like to point out that I like the Discovery, and that I really dislike Wrath of Khan era and prefer they continue with the DISCO / Picard stuff.
Check on all those "if you have it XXXXX, then you can't use it" ... In regular inventory? Check Not new ship? Check Same account/Character? Check Dropdown ? Nope. Same goes for my wife. However, the fact that you have it, indicated that there is indeed a bug of sorts.

That was an unexpected, but certainly relevant way of putting it.. This really just adds to my OP, about how underused they really are. I really think Cryptic should consider expanding the systems that are "getting older", and where better to start than with one of the oldest systems?

Why? Nothing about that Voyager was accurate (well except for Janeway perhaps), and dispite it never having existed, it would not make sense to make a warship have traits of a sci ship.
